PSV midfielder Kevin Strootman was centre of attention during Saturday's clash against Ajax.
The Holland international was watched by Arsenal chief scout Steve Rowley and a senior Manchester United scout.
A representative from Tottenham was also at the Amsterdam Arena for the clash that Ajax won 3-1.
The 22-year-old - who has already won 15 international caps - is emerging as one of the best midfield talents in Europe.
And the Premier League's elite are now starting to sit up and taken notice of Strootman - who is rated at £20million.
Arsenal are also interested in Strootman's international team-mate Klass-Jan Huntelaar, who has scored 10 goals for Schalke this season.
